On July 2, 2026, the 3rd Conference on Exchange‑Traded Decarbonisation Instruments took place at the Moscow Exchange venue. The event, organised by the Moscow Exchange in collaboration with the Climate Partnership of Russia, brought together representatives of business, financial institutions and the expert community to discuss topical practical mechanisms for transitioning to a low‑carbon economy.

The opening ceremony, as last year, was led by Olga Sanarova, Chair of the Organising Committee of the Climate Partnership of Russia. In her opening speech, she stressed that the climate agenda over the recent years has progressed from declarations to practical implementation and harsh economic realities, while compliance with environmental standards has become a matter of competitiveness, access to resources and long‑term business sustainability. 


Olga Sanarova pointed out: ‘For Russia, a nation boasting an immense natural capacity for greenhouse gas absorption alongside an extensive industrial base, it is of paramount importance to forge its own sovereign and pragmatic climate agenda. We require mechanisms tailored to our domestic realities. Barring a transparent, liquid and well‑structured market, all national targets and corporate blueprints will inevitably remain confined to paper. For many years, the Climate Partnership of Russia has served as a conduit linking business, the state and the scientific community. The Moscow Exchange serves as a pivotal foundational ally in this endeavour. Fostering the carbon units sector, rolling out ‘green’ bonds, alongside mechanisms linked to sustainability metrics – this is the very groundwork we are establishing as one. Enterprises require functional tools to hedge climate exposure, secure long‑term funding, and commercialise their own environmental assets and decarbonisation initiatives.Shifting towards a low‑carbon economy is no sprint, but a marathon that calls for sustained commitment and an enduring roadmap. This transformation entails a progressive curbing of footprint, the deployment of advanced solutions, and an evolution of business models. And the ease with which Russian enterprises will navigate this endurance race tomorrow hinges upon how robust, transparent, and economically viable a financial landscape we establish today.


The Conference on Exchange‑Traded Decarbonisation Instruments proved to be a major platform for dialogue among all market participants, reaffirming the expanding demand of Russian business for clear and actionable instruments to attain decarbonisation goals.
